Oleh Kiper, Moscow <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/europe\/russian-attack-ukraines-odesa-kills-three-official-says-2026-07-15\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=071526&amp;lctg=607f1056abd4f461f466319b&amp;user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0\">launched<\/a> a \u201cmassive\u201d missile and drone attack on the region that damaged civilian, industrial, and port infrastructure. That included a strike on a seven-story residential building, which killed at least three people and wounded several others. The assault was Russia\u2019s fifth consecutive day of attacks on Greater Odesa.<\/p>\n<p>The Odesa oblast is a key hub for Ukrainian cargo, particularly grain\u2014making the region vital to Kyiv\u2019s economy. However, repeated Russian attacks have forced local shipping operations to halt. Ukraine\u2019s top grain exporter, Kernel, suspended activity at the Chornomorsk port on Monday after Russian strikes damaged around 45,000 metric tons of wheat and 9,000 metric tons of sunflower oil, according to a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.kernel.ua\/ua\/media-center\/news\/#cherez-rosijski-obstrili-zupineno-eksportnij-terminal-kernel-u-chornomorsku\">statement<\/a> on the company\u2019s website.<\/p>\n<p>Fearing further attacks on critical infrastructure, Ukrainian President Volodymyr Zelensky looked set on Wednesday to execute a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2026\/7\/15\/zelenskyy-backs-state-energy-company-chief-koretskyi-for-new-pm\">dramatic cabinet reshuffle<\/a> in the hopes of bolstering the country\u2019s war prospects. That includes replacing Yulia Svyrydenko, who resigned as prime minister on Tuesday.<\/p>\n<p>\u201cThe priorities are clear: preparing for winter,\u201d Zelensky said, referring to how Russia has repeatedly targeted Ukraine\u2019s natural gas supply in an effort to freeze Kyiv into submission. He went on to name Sergii Koretskyi as the \u2060\u201cmost prepared candidate\u201d for the prime minister post. Koretskyi is the head of Naftogaz, Ukraine\u2019s state energy company. Giving him the premiership would signal how high Zelensky is prioritizing energy concerns.<\/p>\n<p>Zelensky will also replace Defense Minister <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/ukraine-reshuffle-puts-defence-minister-focus-war-grinds-2026-07-15\/\">Mykhailo Fedorov<\/a>, who was <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/kyivindependent.com\/defense-minister-fedorov-set-to-leave-post-senior-official-confirms\/\">dismissed<\/a> on Wednesday. The 35-year-old has gained popularity for spearheading Ukraine\u2019s technology drive, including its drone development. But just six months into the role, Fedorov appears to have angered powerful people in the country\u2019s political and defense circles who seek to give lucrative procurement contracts to their preferred companies.<\/p>\n<p>Fedorov \u201cmade the mistake of becoming too popular,\u201d Serhiy Fursa, a Ukrainian investment banker, told the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/c2b9d7ff-ac32-4cea-82b2-b4dc0a64c014?syn-25a6b1a6=1\"><em>Financial Times<\/em><\/a> on Wednesday. \u201cHe also looks highly effective. And to top it off, he decided not to tolerate corruption.\u201d<\/p>\n<p>Lawmakers are expected to vote to select a new prime minister and reconfigure the cabinet on Thursday. This will be Zelensky\u2019s second cabinet reshuffle in a year.<\/p>\n<p>But political reorganizing is just one part of Kyiv\u2019s strategy to counter Russia. Ukraine has expanded its military campaign to disrupt supply lines and other logistics vital to Russian forces. On Monday, Ukraine struck the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/understandingwar.org\/research\/russia-ukraine\/russian-offensive-campaign-assessment-july-14-2026\/\">Salavat Oil Refinery<\/a> for the first time this year; Salavat is believed to be one of the largest refineries in Russia, with a processing capacity of about 10 million tons of crude per year. And on Wednesday, Ukrainian drones <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2026\/7\/15\/russian-attack-on-odesa-kills-three-as-ukraine-targets-vessels-in-black-sea\">hit<\/a> 20 Russian vessels in the Black Sea.<\/p>\n<h3>Today\u2019s Most Read<\/h3>\n<h3>What We\u2019re Following<\/h3>\n<p><strong>Military targets. <\/strong>U.S. forces <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/x.com\/CENTCOM\/status\/2077359847696212197\">intensified<\/a> their attacks against Iran on Wednesday, with strikes targeting dozens of sites, including coastal defense systems as well as cruise missile storage and launch facilities. Among the U.S. military\u2019s targets was Greater Tunb Island, which serves as a strategic point in the Strait of Hormuz. In 1971, Iran seized Greater Tunb Island\u2014along with Lesser Tunb and Abu Musa\u2014from what would become the United Arab Emirates, and some analysts argue that the United States might be able to control the strait if it takes these islands.<\/p>\n<p>According to Iranian officials, recent U.S. strikes also targeted a barracks for Iran\u2019s 388th Mechanized Infantry Brigade, killing at least seven soldiers and wounding several others. Since fighting reignited this month, U.S. attacks have reportedly killed more than 35 people and injured hundreds more, Iranian Health Ministry spokesperson Hossein Kermanpour told <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/iran-us-hormuz-strait-war-july-15-2026-b7c592f269d822407dd6b5641602bf25?user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0&amp;utm_medium=Morning_Wire&amp;utm_source=Sailthru_AP&amp;utm_campaign=Morning%20Wire%20Wednesday%20July%2015%202026&amp;utm_term=Morning%20Wire%20Subscribers\">The Associated Press<\/a> on Wednesday, without specifying if these casualties were civilians or combatants.<\/p>\n<p>Meanwhile, Iran\u2019s Islamic Revolutionary Guard Corps (IRGC) said on Wednesday that it had launched strikes against U.S. military targets in Bahrain, Jordan, and Kuwait. Wednesday also marked day two of Washington\u2019s reinstated military blockade on Iran. Since the blockade took effect, U.S. forces have \u201credirected\u201d two commercial vessels in the Strait of Hormuz, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/x.com\/CENTCOM\/status\/2077382758486200757\">U.S. Central Command<\/a> said. In response, the IRGC threatened on Wednesday to stop all energy exports from the Middle East. \u201cThe export of oil and gas from the region will be either for everyone or for no one,\u201d the group said in a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/x.com\/Iran\/status\/2077373775167832190\">statement<\/a>.<\/p>\n<p><strong>Tearing down the fence. <\/strong>Spain and the British territory of Gibraltar officially <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.dw.com\/en\/border-controls-scrapped-between-spain-and-gibraltar\/a-77961013\">dismantled<\/a> their border fence on Wednesday, ushering in a new chapter of cooperation between the European Union and the United Kingdom that was years in the making.<\/p>\n<p>When Britain left the EU in 2020, tensions over the contested British territory became inflamed. Suddenly, people traveling between the tiny, self-governing island and the Spanish mainland were <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/cwydz60j3eno\">forced to navigate<\/a> border controls and custom checks that added time and frustration to their daily commutes. That came on top of the physical barrier already separating the two areas, which was erected in 1908.<\/p>\n<p>Efforts to ensure the smooth flow of people and goods between the United Kingdom and the EU were slow-going\u2014that was, until both sides signed a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2026\/jul\/15\/spain-gibraltar-celebrate-deal-signed-border-controls-uk-territory\">historic treaty<\/a> on Tuesday easing border crossings. Effective starting at midnight on Wednesday, the deal eliminates border controls and custom checks as well as physically removes the Gibraltar-Spain fence.<\/p>\n<p>\u201cIt has taken four years of patient, complex negotiation, but the outcome speaks for itself,\u201d EU trade representative <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/spain-gibraltar-uk-brexit-9113dd58dc8220826038022e84e3b662\">Maros Sefcovic<\/a> said, after large crowds marked the occasion by freely passing between the two areas. \u201cIt is a very special feeling to see a fence come down.\u201d Gibraltar Chief Minister Fabian Picardo added to the celebratory mood, telling local media, \u201cWhat you feel here is the brotherhood between the two people.\u201d<\/p>\n<p><strong>Fast-growing outbreak. <\/strong>The number of confirmed Ebola cases in the Democratic Republic of the Congo <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/reliefweb.int\/report\/democratic-republic-congo\/drc-ebola-outbreak-response-needs-urgent-scale-after-two-months\">surpassed<\/a> 2,000 people on Wednesday, hitting a worrisome benchmark at a time when the World Health Organization (WHO) is scrambling to find more foreign funding. At 2,011 confirmed cases, including 754 deaths, the rare Bundibugyo strand is now the fastest-growing Ebola outbreak on record.<\/p>\n<p>Congo has recorded <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.afro.who.int\/health-topics\/ebola-disease\/outbreak-drc-26\">17 Ebola outbreaks<\/a> since the virus was first identified in 1976. However, the most recent strand, which emerged in mid-May, has proved particularly difficult to manage, as the Bundibugyo variant has no effective vaccine or treatment yet. Just roughly two months after it was first detected, the number of confirmed cases has tripled, from 650 to more than 2,000, and the number of deaths has increased fivefold, from 130 to more than 700.<\/p>\n<p>According to WHO emergencies chief <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/congo-ebola-outbreak-who-a9093ea39928bfa3f2f0e5aa13c506bb\">Chikwe Ihekweazu<\/a>, the true number of cases is likely at least double that figure and could possibly be more than four times it.
