{"id":35679,"date":"2026-07-12T20:05:06","date_gmt":"2026-07-13T00:05:06","guid":{"rendered":"https:\/\/design-providers.com\/rise\/philadelphia-trash-city-plans-to-renew-incineration-contract\/"},"modified":"2026-07-12T20:05:06","modified_gmt":"2026-07-13T00:05:06","slug":"philadelphia-trash-city-plans-to-renew-incineration-contract","status":"publish","type":"post","link":"https:\/\/design-providers.com\/rise\/philadelphia-trash-city-plans-to-renew-incineration-contract\/","title":{"rendered":"Philadelphia trash: City plans to renew incineration contract"},"content":{"rendered":"\n<p><em>From Philly and the Pa. suburbs to South Jersey and Delaware, what would you like WHYY News to cover? <a rel=\"nofollow\" target=\"_blank\" href=\"#Section1\">Let us know!<\/a><\/em>\n<\/p>\n<p>Philadelphia could continue sending its trash to be burned in Chester, despite accusations from advocates and some City Council members of environmental racism.\n<\/p>\n<p>The Sanitation Department plans to award a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.phlcontracts.phila.gov\/bso\/external\/bidDetail.sda?docId=B2625879&amp;external=true&amp;parentUrl=close\">new contract<\/a> for municipal waste processing and disposal to Reworld, the company that runs waste-to-energy plants, including the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reworldwaste.com\/where-we-are\/facilities\/delaware-valley\">Delaware Valley trash incinerator<\/a> in Chester. The city also plans to award contracts to WM, formerly Waste Management, and Republic Services. (Kimberly Paynter\/WHYY)\n<\/p>\n<p>Carlton Williams, director of Philadelphia\u2019s Office of Clean and Green Initiatives, said that for the first time, city officials from the Department of Public Health and Office of Sustainability, as well as outside experts, considered the environmental impacts of the waste disposal bids.\n  <\/p>\n<p>\u201cWe think this contract here was historic,\u201d Williams said during a news conference Friday, in which city officials described their process for evaluating bids but did not disclose which companies had won the contracts.\n<\/p>\n<p>Philadelphia\u2019s waste disposal contracts have come under scrutiny in recent years over concerns that burning the city\u2019s waste contributes to unhealthy air pollution in places including Chester.\n<\/p>\n<p>Under the city\u2019s last seven-year contracts with Reworld and WM, which expired June 30, the city sent roughly 40% of its trash to be burned, mostly at Reworld\u2019s Delaware County facility. Because the city did not fully award the new contracts by the end of June, the Sanitation Department extended its existing contracts by six months.\n<\/p>\n<p>The city received bids from five waste disposal companies for the new contracts, said city Sanitation Commissioner Crystal Jacobs Shipman. The city considered cost, disposal capacity, operational capability and environmental performance when evaluating them, she said.\n<\/p>\n<p>Elizabeth Lankenau, director of the city\u2019s Office of Sustainability, said her team conducted a literature review and spoke with experts about burning waste compared to landfilling it.\n<\/p>\n<p>\u201cThere is not a clear consensus of the relative health and environmental impacts between incinerating and landfilling,\u201d she said at Friday\u2019s news conference.\n<\/p>\n<p>Palak Raval-Nelson, the city\u2019s health commissioner, said that because of \u201clogistical constraints\u201d and the \u201ccomplexities\u201d of the waste management landscape in southeastern Pennsylvania, it is a \u201cvery responsible approach\u201d for the city to use a combination of waste management methods and facilities.\n<\/p>\n<p>Scott McGrath, environmental planning director for the Department of Sanitation, said a consultant, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.cecinc.com\/about-us\/\">Civil &amp; Environmental Consultants, Inc.<\/a>, added questions to the city\u2019s request for proposals covering environmental justice, climate resilience and greenhouse gas emissions.
