The new report builds on the earlier findings by providing additional evidence on sexual violence, forced disappearances, detention and mass killings.<\/p>\n<p>\u201cThe patterns we documented in El Fasher \u2013 including <strong>encirclement, attacks on civilian infrastructure, restrictions on humanitarian access, and widespread abuses against civilians \u2013 serve as a stark warning<\/strong>,\u201d said Mohamed Chande Othman, Chair of the UN\u00a0<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.ohchr.org\/en\/hr-bodies\/hrc\/ffm-sudan\/index\">Fact-Finding Mission for Sudan<\/a>.\u00a0<\/p>\n<p>\u201c<strong>The international community must heed these lessons and act to prevent further catastrophe<\/strong>.\u201d<\/p>\n<h2><strong>Cost of war<\/strong><\/h2>\n<p>Two years into the war between the Sudanese Armed Forces of the military government (SAF) and the RSF, the conflict has <strong>killed at least 59,000 people and displaced at least 14 million more<\/strong>.<\/p>\n<p>With 33.7 million people requiring humanitarian assistance and access to people in need severely restricted, the UN considers Sudan the\u00a0<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.who.int\/news\/item\/09-01-2026-sudan-1000-days-of-war-deepen-the-world-s-worst-health-and-humanitarian-crisis\">worst humanitarian crisis in the world<\/a>.<\/p>\n<p>The <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.ohchr.org\/EN\/HRBodies\/HRC\/Pages\/Home.aspx\">Human Rights Council<\/a>-appointed investigators warned that the RSF is currently deploying tactics used in El Fasher around El Obeid, where <strong>its forces have encircled the city, attacking critical infrastructure and restricting access to essential services<\/strong>.<\/p>\n<p>Following a 6 July resolution adopted by the UN\u2019s Human Rights Council, the mission will investigate alleged violations and abuses of international human rights law and humanitarian law in El Obeid.<\/p>\n<h2><strong>Alarm grows<\/strong><\/h2>\n<p>El Obeid, the capital of the North Kordofan state, is currently under SAF control, but the city has faced \u201csiege-like conditions\u201d for 18 months, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.ohchr.org\/en\/about-us\/high-commissioner\">UN human rights chief<\/a> Volker T\u00fcrk\u00a0<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.ohchr.org\/en\/statements-and-speeches\/2026\/07\/high-commissioner-turk-calls-strong-action-highest-level-prevent\">said on 3 July<\/a>.<\/p>\n<p>The situation in El Obeid could deteriorate even further, as attacks on critical infrastructure such as power stations have caused blackouts, disrupted water supplies and hampered hospitals\u2019 ability to operate.<\/p>\n<p>In three weeks in June, the UN\u00a0verified 15 drone strikes killing at least 45 civilians El Obeid and the surrounding area.<\/p>\n<p>In response to the situation in El Obeid, Mr. T\u00fcrk called for a range of measures to prevent further atrocities and a repeat of El Fasher, including urgent <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/main.un.org\/securitycouncil\/\">Security Council<\/a> action, a pause in hostilities to allow humanitarian aid and cooperation by the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.icc-cpi.int\/\">International Criminal Court<\/a> (ICC).<\/p>\n<h2><strong>Lessons from El Fasher<\/strong><\/h2>\n<p>As they took control of El Fasher in October after an 18-month siege, RSF forces carried out <strong>door-to-door executions<\/strong>, identity-based targeting, aerial drone bombardments and indiscriminate shootings,\u00a0<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2026\/02\/sudan-rsf-violations-capture-el-fasher-amount-war-crimes\">killing more than 6,000 people in three days<\/a>.<\/p>\n<p><strong>Before the RSF took the city, it spent months systematically cutting off civilians\u2019 access to food, water, medical supplies and humanitarian assistance<\/strong>, according to the Fact-Finding Mission\u2019s February report.<\/p>\n<p>The mission noted that the UN\u00a0repeatedly warned about the risk of atrocities in El Fasher before the city fell, but that those warnings were not heeded.<\/p>\n<p>Now, investigators are raising the alarm over El Obeid to encourage prompt action to prevent further casualties.<\/p>\n<p>\u201cAt a moment when serious concerns are being raised about the risks facing civilians in El Obeid, <strong>the findings from El Fasher underscore the need for urgent protection measures before more lives are lost<\/strong>,\u201d expert mission member Joy Ngozi Ezeilo said.<\/p>\n<p>\u201cThe international community still has a window of opportunity to prevent further atrocity crimes,\u201d expert mission
