Reports of<strong> AI-generated child sexual abuse material to the US CyberTip line, NCMEC, are rising exponentially<\/strong>,\u201d said Sonia Livingstone, from the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.un.org\/independent-international-scientific-panel-ai\/en\/preliminary-report\">Independent International Global Scientific Panel on AI<\/a>.<\/p>\n<p>Highlighting other key findings from the panel\u2019s first preliminary report mandated by the UN General Assembly, Ms. Livingstone insisted that the evidence for AI-linked violations against individuals, vulnerable and disadvantaged groups was \u201cmuch more compelling\u201d than the benefits.<\/p>\n<p>This is because the technology is being used \u201c<strong>to create and amplify persuasion and deceit, to spread disinformation, distrust\u201d<\/strong>, with personal data \u201ctaken, manipulated, abused, exploited\u201d by self-learning systems, she maintained.<\/p>\n<p>                  <span class=\"author\">UN Photo\/Elma Okic<\/span><br \/>\n                          <span class=\"caption\">Professor Sonia Livingstone, UN Independent International Scientific Panel on Artificial Intelligence, addresses the  Global Dialogue on AI Governance in Geneva, Switzerland.<\/span><\/p>\n<h2>Universal issue<\/h2>\n<p>It is precisely because AI can be used for harm \u2013 and for good \u2013 that the UN believes all countries should be involved in deciding how the technology should be governed.<\/p>\n<p>The first Global AI Dialogue in Geneva \u2013 on the sidelines of the AI for Good Summit hosted by the UN International Telecommunication Union (<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.itu.int\/en\/Pages\/default.aspx\">ITU<\/a>) \u2013 will be followed by a second summit next May in New York.<\/p>\n<p>One way to ensure that AI serves humanity rather than works against it is by hardwiring equality, accountability and human oversight into its design, development and deployment, insisted Volker T\u00fcrk, UN High Commissioner for Human Rights.<\/p>\n<p>\u201cWe don\u2019t consider safety standards for medicines, cars or aircraft as obstacles to progress. They are the reason why people trust those technologies in the first place,\u201d he stressed.<\/p>\n<h2>Power-grab<\/h2>\n<p>Among the many unresolved governance issues, one of the biggest is the energy-hungry data centres that power today\u2019s AI platforms \u2013 prompting an industry-wide transparency call from the UN Secretary-General.<\/p>\n<p>\u201cAnyone with a cell phone, with mobile service, a laptop can connect to the cloud and profit from AI to some extent. But <strong>the impact, the negative impacts that we see are very, very local<\/strong>,\u201d said Sasha Luccioni, co-founder of Sustainable AI Group.<\/p>\n<p>Some of the world\u2019s most marginalized are already suffering \u201cin terms of water and energy and emissions, in terms of the health impacts that are getting more and more dire\u201d, she said.<\/p>\n<p>Besides the challenge of deciding how to measure the environmental impact of AI, digital policy expert Jhalak Kakkar, from the Centre for Communication Governance at Delhi\u2019s National Law University, worried that it <strong>risked making existing inequalities in the Global South worse<\/strong>.<\/p>\n<p>\u201cHow do we deal with the implications that economic and other value is being accrued in a location that&#8217;s very, very far away from the communities that are most impacted?\u201d.<\/p>\n<h2>Code block<\/h2>\n<p>It is becoming increasingly obvious too that as AI development speeds up, the harder it is for legislative checks and balances to keep up.<\/p>\n<p>\u201c<strong>We need to be able to open up the black boxes of AI<\/strong>,\u201d insisted Morocco\u2019s Amal El Fallah Seghrouchni, who explained that large language models draw on around 180 billion parameters when they operate 24 hours a day, seven days a week. \u201cThere are very few lawyers and there are very few sociologists who are in a position to understand exactly what is going on,\u201d she said.<\/p>\n<p>\u201cEven AI researchers do not have the tools sometimes to understand the complexity of these algorithms.\u201d<\/p>\n<h2>Online abuse trend<\/h2>\n<p>Today, one in four women human rights defenders, activists and journalists taking part in a survey commissioned by the UN gender equality agency, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.unwomen.org\/en\">UN Women<\/a>, said they had experienced AI-assisted online violence; six per cent said that they have been victims of deepfakes or digitally manipulated imagery. \u201c<strong>So much of this goes undocumented, goes unnoticed, goes unreported<\/strong>,\u201d said Sima Bahous, Executive Director at UN Women.<\/p>\n<p>Related to this is the fact that \u201cwhen we look at who builds AI, women are largely underrepresented\u201d and make up only 30 per cent of the tech\u2019s global workforce, the agency head stressed.
