No group has claimed responsibility for either attack.<\/p>\n<p>Welcome back to World Brief, where we\u2019re looking at <strong>Syria<\/strong>\u2019s uphill battle for democratic reform, <strong>NATO<\/strong> efforts to appease the <strong>United States<\/strong>, and legal troubles for far-right politicians in <strong>France<\/strong> and the <strong>United Kingdom<\/strong>.<\/p>\n<h3><strong>Unwavering Support<\/strong><\/h3>\n<p>Syrian President Ahmed al-Sharaa was hoping to demonstrate Syria\u2019s shift toward democracy during his first Damascus-hosted summit with a major Western leader on Tuesday. Instead, French President Emmanuel Macron\u2019s <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/syria-france-macron-damascus-explosions-4bbe664b13bc1fb18042e9689f4ceab7\">historic visit<\/a> was marred by violence as explosions in the capital\u2014the second such attack this month\u2014injured at least 18 people. No group has claimed responsibility for either attack.<\/p>\n<p>Just two years ago, Sharaa had a $10 million U.S. bounty on his head for his ties to al Qaeda. However, since ousting longtime dictator Bashar al-Assad in December 2024, Sharaa has implemented democratic reforms in an effort to rebrand his (and his country\u2019s) global image. In a little more than a year, Syria has joined the U.S.-led coalition against the Islamic State, convinced the European Union to lift all economic sanctions on Syria, signed investment deals worth tens of billions of dollars to rebuild the war-torn country, and allowed millions of Syrian refugees to return home.<\/p>\n<p>Yet bouts of violence by religious and ethnic minorities have plagued Sharaa\u2019s efforts. Many groups remain skeptical of his agenda. Across the country\u2014particularly in regions with large Alawite, Druze, and Kurdish communities\u2014hundreds of people have been killed in clashes between government forces and minority rebels. And on Thursday, a bombing at a crowded caf\u00e9 in Damascus killed at least 10 people and injured more than 20 others.<\/p>\n<p>However, Macron\u2019s faith in Syria\u2019s future appears to be unwavering. \u201cNothing can smother the aspiration of Syrian women and men to live in a fully sovereign, safe, pluralistic, and united Syria,\u201d Macron <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/x.com\/EmmanuelMacron\/status\/2074429009329308088\">wrote<\/a> on X on Tuesday just hours after the explosions. \u201cThis morning, I met Syria in all its diversity. I saw dignity, courage, and determination.\u201d<\/p>\n<p>Macron signaled his support for Sharaa\u2019s government by carrying out his scheduled meetings even after the explosions had occurred. During these talks, the two leaders <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/frances-macron-visits-syria-first-trip-by-an-eu-head-state-since-assad-toppled-2026-07-06\/\">signed<\/a> more than a dozen agreements, including a pact to reappoint their ambassadors for the first time in roughly 14 years.<\/p>\n<p>\u201cFrance is ready to be a partner,\u201d Macron said, adding that Paris will return more than $50 million in confiscated assets that once belonged to Assad\u2019s family.<\/p>\n<p>Tuesday\u2019s deals also included new efforts to <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2026\/07\/07\/world\/middleeast\/syria-explosions-macron-damascus-visit.html\">bolster cooperation<\/a> in healthcare, transportation, and banking. French investment dominated discussions, with the CEOs of TotalEnergies and French container shipping group CMA CGM accompanying Macron in Damascus. Regional security issues were also addressed, as Macron warned Sharaa against deploying Syrian forces to Lebanon\u2014a strategy that U.S. President Donald Trump has suggested could be useful to fight Hezbollah\u2014and Sharaa pushed for greater Syrian influence in the Strait of Hormuz.<\/p>\n<p>\u201cSyria, which shaped its recovery and reconstruction priorities by the hands of its own people, opens its doors today to an equal partnership,\u201d Sharaa said on Tuesday in a joint press conference with Macron. \u201cA partnership that repositions Syria as a secure and vital connecting node and an indispensable civilizational and economic bridge between East and West.\u201d<\/p>\n<h3><strong>Today\u2019s Most Read<\/strong><\/h3>\n<h3><strong>What We\u2019re Following<\/strong><\/h3>\n<p><strong>NATO summit, Day 1. <\/strong>NATO chief Mark Rutte <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nato.int\/en\/news-and-events\/articles\/news\/2026\/07\/07\/nato-launches-new-initiatives-to-accelerate-defence-industrial-cooperation?selectedLocale=\">unveiled<\/a> two new defense spending initiatives on Tuesday that aim to appease Trump, who has repeatedly criticized the alliance for relying too heavily on Washington for its security. The projects, worth billions of dollars, are part of Rutte\u2019s so-called NATO 3.0 strategy, which seeks to strengthen trans-Atlantic defense cooperation to help member states reach their new minimum spending threshold.<\/p>\n<p>Yet many of Trump\u2019s frustrations with NATO remain. On Tuesday, he once again <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.the-independent.com\/news\/world\/americas\/us-politics\/trump-turkey-nato-summit-b3010450.html\">blasted<\/a> European countries for failing to adequately aid the United States during its war against Iran. \u201cItaly turned us down, and Germany turned us down, and France turned us down,\u201d Trump said, referring to how some of those governments initially refused to allow U.S. forces to launch strikes on Iran from their bases.<\/p>\n<p>Trump also <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/live\/2026\/07\/07\/us\/trump-news-nato\/3cc35de3-41fe-59c0-8270-93963a1ecaa8?smid=url-share\">expressed frustration<\/a> with NATO\u2019s refusal to give Washington control of Greenland, which he maintains is vital to U.S. national security. And he <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/live\/2026\/07\/07\/us\/trump-news-nato\/c3e6bd25-2941-5577-838e-e55fb694710d?smid=url-share\">warned<\/a> against left-wing policies across the European continent, saying, \u201cThey better be careful with immigration and energy. If they\u2019re not careful with those two things, you\u2019re not going to have a Europe anymore.\u201d<\/p>\n<p>Not everyone was met with Trump\u2019s ire. The U.S. president agreed on Tuesday to <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/nato-defense-trump-contracts-spending-turkey-summit-bede50a5b5e734b9705ffb480463f7ce?user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0&amp;utm_medium=Morning_Wire&amp;utm_source=Sailthru_AP&amp;utm_campaign=Morning%20Wire%20Tuesday%2C%20Jul%207%2C%202026&amp;utm_term=Morning%20Wire%20Subscribers\">lift sanctions<\/a> on Turkey that were imposed in December 2020 after Ankara purchased Russia\u2019s S-400 missile defense system. Removing these sanctions is likely to help Turkey begin the process of regaining access to the United States\u2019 F-35 fighter jet program.<\/p>\n<p><strong>Legal troubles. <\/strong>A French appeals court on Tuesday issued a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2026\/07\/07\/france-le-pen-can-run-president-court-rules-uk-farage-speak-his-future\/\">ruling<\/a> that has reversed the political fortunes of far-right figure Marine Le Pen, clearing the way for her to run for president. In March 2025, a French criminal court found Le Pen guilty of embezzlement and banned her from seeking public office for five years\u2014effectively scrapping her 2027 presidential bid. Tuesday\u2019s court decision upheld that conviction but reduced her sentence, allowing her to run for elected office, but only if she wears an electronic ankle tag for a year. Hours later, she <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2026\/07\/07\/world\/europe\/marine-le-pen-verdict-election-ban-appeal.html\">announced<\/a> her candidacy.<\/p>\n<p>Le Pen isn\u2019t the only far-right European politician making legal waves. Reform UK party leader Nigel Farage <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/world\/uk\/britains-nigel-farage-quits-parliament-amid-probe-into-finances-but-vows-return-bc601a95\">resigned<\/a> from Parliament on Tuesday to force a special by-election for his seat, which he vowed to run for again. The surprise announcement appears to be an attempt to stifle <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2026\/05\/13\/world\/europe\/nigel-farage-reform-uk-investigation-5-million-gift.html\">a parliamentary watchdog\u2019s investigation<\/a> into his financial affairs. Farage\u2019s political opponents allege that he broke parliamentary rules when he received an undisclosed gift of roughly $6.7 million from a cryptocurrency billionaire and separately <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/revealed-nigel-farage-secretly-funded-by-convicted-criminal-j0brtrlnk\">failed to declare<\/a> benefits provided by George Cottrell, a convicted fraudster and political ally of Farage.<\/p>\n<p>\u201cLet me be absolutely clear, I have done nothing wrong. I have not broken the law in any way at all,\u201d Farage said on Tuesday. He has <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2026\/07\/07\/uk\/nigel-farage-reform-intl\">argued<\/a> that he received the $6.7 million gift before winning his parliamentary seat representing the constituency of Clacton, in Essex, in 2024. \u201cI have decided that the people of Clacton should be the judges of my actions,\u201d he added, calling it a \u201cpeople versus the establishment\u201d by-election.<\/p>\n<p><strong>Renewed attacks in Hormuz. <\/strong>Several oil and gas tankers in the Strait of Hormuz were damaged on Tuesday in what <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/world\/middle-east\/irans-attacks-on-ships-betray-its-concern-over-losing-its-grip-on-hormuz-a7da2da0\">U.S.<\/a> and <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/x.com\/majedalansari\/status\/2074474184315486546?s=20\">regional<\/a> officials said were attacks conducted by Iranian forces. The targeted vessels included a Saudi-flagged crude supertanker and a Qatari-flagged tanker that was carrying liquified natural gas.<\/p>\n<p>This was the first time that a Qatari carrier has been targeted since the Iran war began on Feb. 28; Qatar has acted as a mediator in negotiations between Tehran and Washington, including for talks focused on securing the strait. Iranian state broadcaster IRIB said the tanker had tried to cross through a U.S.-backed Omani route and was targeted after repeatedly ignoring Iran\u2019s warnings.<\/p>\n<p>In a separate incident on Tuesday, Iranian officials ordered a Liberia-flagged tanker believed to be the <em>Al Maryah<\/em> to sail closer to Iran\u2019s coast after it attempted to transit the strait via Omani waters. Washington has repeatedly urged commercial vessels to use a route that avoids Iran\u2019s maritime territory, but Tehran has <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2026\/jun\/29\/oman-safe-reopening-strait-hormuz-iran-us-middle-east\">warned<\/a> that any attempt to circumvent the Iranian-approved path will \u201conly lead to further complications, delays in reopening the Strait of Hormuz, and an increase in tensions.\u201d<\/p>\n<p>In response to the attacks, the U.S. Treasury Department\u2019s Office of Foreign Assets Control revoked the general license allowing Iran to sell its oil without violating sanctions restrictions. That license was issued as part of the memorandum of understanding (MOU) that Washington and Tehran signed last month. \u201cAs President Trump and the administration have repeatedly affirmed, the MOU in effect with Iran is entirely performance-based. Iran will only reap benefits if they exhibit good behavior,\u201d a U.S. official told reporters.
