The government <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.france24.com\/en\/americas\/20260701-venezuela-death-toll-rises-to-2-295-seven-days-of-national-mourning-declared\">said<\/a> on Wednesday that at least 2,295 people had died in the 7.2 and 7.5 magnitude tremors, while citizen-compiled registries <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/abcnews.com\/International\/wireStory\/venezuelans-hope-online-posts-bring-news-missing-after-134232375\">say<\/a> tens of thousands of people are still missing\u2014a sign they could be lying dead under rubble.<\/p>\n<p>A United Nations official on Monday <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/video\/watch\/idRW372430062026RP1\/\">said<\/a> the organization planned to send 10,000 body bags to the country. The U.N. Development Program <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.undp.org\/press-releases\/venezuela-faces-us67-billion-economic-losses-earthquakes-undp-estimates\">estimated<\/a> that the earthquakes caused $6.7 billion in direct physical damages alone, with the broader costs of economic disruption likely to be much higher.<\/p>\n<p>As experts continue to crunch the numbers on disaster response, one thing is clear: The earthquakes have laid bare many Venezuelans\u2019 dissatisfaction with their government.<\/p>\n<p>Government response teams have been slow to reach some of the worst-hit areas and even <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2026\/07\/01\/after-quakes-trap-venezuelans-government-blocks-rescuers-aid\/\">blocked<\/a> would-be rescuers from accessing disaster zones, Tony Frangie-Mawad reported for <em>Foreign Policy<\/em> on Wednesday. Multiple videos circulating on social media show Venezuelans lambasting government officials. Residents of one neighborhood <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/en.cibercuba.com\/noticias\/2026-06-27-u1-e208512-s27061-nid333570-abuchean-delcy-rodriguez-durante-recorrido-zona\">booed<\/a> acting President Delcy Rodr\u00edguez when she toured the destruction there.<\/p>\n<p>Rodr\u00edguez assumed power after the United States ousted President Nicol\u00e1s Maduro in January. Since then, Caracas and Washington have overseen what they call an economic recovery program for Venezuela. But those efforts have focused overwhelmingly on the country\u2019s <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.cfr.org\/articles\/the-u-s-took-over-venezuelas-oil-industry-where-has-all-the-money-gone\">oil sector<\/a>, not its public health or emergency response systems, which were <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/americas\/engineers-urge-venezuela-audit-state-housing-after-deadly-quake-2026-06-29\/\">run down<\/a> by years of economic crisis.<\/p>\n<p>Venezuela\u2019s armed forces are \u201cprepared to respond to riots but not the main threat of natural disasters,\u201d \u00c1ngel Rangel S\u00e1nchez, a former head of Venezuela\u2019s civil defense agency, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=KMEpsXQcJoo\">told<\/a> local journalists on Saturday.<\/p>\n<p>Even before the quakes, Rodr\u00edguez\u2019s popularity was low, with most Venezuelans <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.miamiherald.com\/news\/nation-world\/world\/americas\/venezuela\/article315637410.html\">telling<\/a> pollsters that they want elections to be able to choose their own leader. History suggests their desire for change may now grow.<\/p>\n<p>Citizen dissatisfaction following earthquakes in both <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2026\/06\/28\/world\/americas\/venezuela-quake-relief-rodriguez.html\">Nicaragua<\/a> in 1972 and <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/cities\/2015\/sep\/18\/mexico-city-earthquake-30-years-lessons\">Mexico<\/a> in 1985 planted the seeds for the downfall of authoritarian governments in both countries. In Mexico, a civil society search-and-rescue group, Los Topos, was part of a post-quake wave of citizen organizing that later <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.americasquarterly.org\/article\/earthquakes-have-often-shaken-latin-american-politics\/\">formed<\/a> part of a successful opposition presidential campaign. Los Topos still exists today, and members of the group <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/mexico-rescue-brigade-venezuela-earthquakes-15c3fbe436effe2879d96aac0a24a3bb\">traveled<\/a> to Venezuela this week.<\/p>\n<p>Global research points to a similar conclusion. A 2025 <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/13510347.2025.2494740?__cf_chl_f_tk=DZY7Ej7WqkKWKaJHuMp6wbSiGWQ_eiRXRWRFVod7.Wg-1782951289-1.0.1.1-mGdLx_tau93.iyved9QR_f4fqDSIqgpHL1aWOHf7D8o#abstract\">paper<\/a> by researchers from Swedish and Norwegian universities that looked at natural disasters around the world since 1960 found that affected countries generally experienced short-term upticks in civil society participation and some aspects of political competition. The authors concluded that \u201cdisasters open a window of opportunity for democratization, but societies need to react to secure this trend.\u201d<\/p>\n<p>Venezuela\u2019s most popular opposition figure, Mar\u00eda Corina Machado, has been outside the country since last December. She attempted to return in recent days in order to help with earthquake response efforts, but multiple <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-06-28\/venezuela-s-machado-plans-quick-return-amid-quake-response\">news<\/a> <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2026\/06\/30\/world\/americas\/trump-machado-venezuela-rift.html\">outlets<\/a> <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/world\/americas\/u-s-backed-venezuelan-government-blocks-opposition-leaders-flight-home-1322598d?mod=hp_lead_pos11\">reported<\/a> that she paused those plans after the Trump and Rodr\u00edguez administrations told her that they did not support them. Machado\u2019s Venezuelan passport is reportedly expired, complicating her ability to reenter the country.<\/p>\n<p>Machado\u2019s attempts to return to Venezuela are driving U.S. Secretary of State Marco Rubio \u201ccrazy,\u201d an unnamed administration official <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.axios.com\/2026\/07\/01\/trump-venezuela-machado-return-efforts\">told<\/a> <em>Axios<\/em>. Meanwhile, the top U.S. diplomat in Caracas said Washington had a \u201cgreat deal of confidence\u201d in the Rodr\u00edguez administration. The United States has <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/x.com\/Southcom\/status\/2072679787957498240?s=20\">mobilized<\/a> some 2,000 military personnel to help with the aid effort and <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2026\/06\/30\/us\/politics\/us-aid-venezuela-earthquake.html\">pledged<\/a> $100 million in new assistance to aid groups\u2014a departure from President Donald Trump\u2019s general step back from foreign aid.<\/p>\n<p>Rubio has <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/americas\/rubio-says-venezuela-will-ultimately-need-transition-phase-free-elections-2026-04-01\/\">said<\/a> he envisions free elections occurring in Venezuela eventually, after an initial period of stabilization. But the quake showed that \u201cwithout genuine democratization and a real technification of Venezuelan institutions\u2014the boring, unglamorous machinery of a state that actually functions\u2014there will be no reconstructed Venezuela,\u201d Frangie-Mawad wrote.<\/p>\n<p><strong>Tuesday, July 7:<\/strong> The U.N. General Assembly discusses the U.S. oil embargo on Cuba.<\/p>\n<p><strong>Monday, July 13, to Friday, July 24:<\/strong> The International Seabed Authority convenes in Kingston, Jamaica, to negotiate rules for deep-sea mining.<\/p>\n<p><strong>Tuesday, July 28:<\/strong> Keiko Fujimori is inaugurated as president of Peru.<\/p>\n<p><strong>More USMCA limbo.<\/strong> U.S. Trade Representative Jamieson Greer <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-07-01\/us-decides-against-renewing-usmca-shifting-to-rolling-talks\">announced<\/a> on Wednesday that Washington would trigger annual reviews of the U.S.-Mexico-Canada trade pact, known as USMCA, rather than agreeing to adjustments that would stay in place for longer. Mexico City and Ottawa had favored a 16-year extension, which could have calmed fluctuations in U.S. tariff levels. Now, more changes appear in store.<\/p>\n<p>Washington stopped short of announcing a withdrawal from the deal. But its move is a step in that direction, starting the clock on a 10-year period after which the treaty will sunset. Greer <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2026\/07\/01\/business\/economy\/usmca-north-america-trade.html\">said<\/a> this week that Washington believes there are \u201csubstantial issues\u201d with USMCA. The United States is expected to try to raise the U.S. content requirement for cars manufactured in the bloc to qualify for lower tariffs, FP\u2019s Alexandra Sharp wrote.<\/p>\n<p>The prolonged uncertainty could continue to push <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/valorinternational.globo.com\/foreign-affairs\/news\/2026\/06\/19\/mercosur-canada-trade-deal-nears-finish-despite-hurdles.ghtml\">Canada<\/a> and Mexico toward new trading partners. The countries are so intertwined with the U.S. economy that their economic growth last year fell <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.imf.org\/-\/media\/files\/publications\/weo\/2026\/april\/english\/text.pdf\">below<\/a> the International Monetary Fund\u2019s <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.imf.org\/-\/media\/files\/publications\/weo\/2025\/update\/january\/english\/text.pdf\">projections<\/a> after Trump hit both with tariffs.<\/p>\n<p><strong>Bolivia\u2019s currency shift.<\/strong> Bolivia\u2019s government last week <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-06-27\/bolivia-moves-to-flexible-exchange-rate-system-after-15-years\">abandoned<\/a> a fixed peg of the local currency to the dollar, saying the change was part of President Rodrigo Paz\u2019s pro-market reforms. The boliviano had been tied to the dollar for 15 years.<\/p>\n<p>The government did not remove all currency controls, however. Under the new policy, the central bank will publish the next day\u2019s official exchange rate each evening. The move is <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.france24.com\/en\/live-news\/20260629-bolivia-removes-15-year-dollar-peg-in-bid-to-revive-economy\">meant<\/a> to reduce the confusion caused by the country\u2019s two exchange rates: the official one, pegged to the dollar, and the black market rate, where the boliviano is worth less.<\/p>\n<p>The first day of the new currency regime saw a devaluation of the boliviano, with the official exchange rate dropping from around 7 to around 10 bolivianos per dollar. Paz says he hopes moving toward a unified exchange rate will increase the confidence of foreign firms that are considering investing in Bolivia.<\/p>\n<p>Bolivia\u2019s Socialist government first <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/americas\/bolivia-ends-15-year-dollar-peg-attempt-restore-economic-stability-2026-06-27\/\">pegged<\/a> the currency to the dollar in 2011, also in hopes of increasing trust in the country\u2019s economy. For many years, it prospered. Amid a gas export boom, dollars flowed into Bolivia\u2019s economy and strengthened its international reserves. There, Germany on Monday faced Paraguay, which sent the German team home in a 1-1 game decided in penalty kicks.<\/p>\n<p>Both victories triggered groundswells of national pride. Ecuadorian fans celebrated by <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.elcolombiano.com\/especiales\/mundial-2026\/julio-jaramillo-hinchas-ecuador-mundial-nuestro-juramento-PK38234964#google_vignette\">singing<\/a> folk ballads such as <em>bolero<\/em> song \u201c<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=fVDed_ORGdY\">Nuestro Juramento<\/a>\u201d by singer Julio Jaramillo. Paraguayan President Santiago Pe\u00f1a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/x.com\/SantiPenap\/status\/2071767227754234152?s=20\">wrote<\/a> that the country\u2019s victory can be explained by its Guaran\u00ed fighting spirit\u2014a reference to an Indigenous group whose language is <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.ine.gov.py\/noticias\/2298\/dia-internacional-de-la-lengua-materna-diversidad-linguistica-en-paraguay\">spoken<\/a> today in some 69 percent of Paraguayan households, according to the government.<\/p>\n<p>(This newsletter writer was thrilled by these upsets. It is the latest in a string of negotiations that Mercosur is opening or accelerating in response to both U.S. tariffs and pressures from some bloc members to cut trade deals.<\/p>\n<p>Former Uruguayan President Luis Lacalle Pou <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/americas\/uruguays-free-trade-deal-ambitions-rattle-south-american-trade-bloc-2022-12-06\/\">pushed<\/a> for more Mercosur openness during his tenure, which ended last year. Now, it\u2019s a rare issue where Brazilian President Luiz In\u00e1cio Lula da Silva and Argentine President Javier Milei agree.<\/p>\n<p>While the trade deal with Japan could take years to negotiate, Lula has said the bloc is close to concluding its trade talks with Canada. Those began in 2018 but had been mostly dormant in recent years\u2014until Canadian Prime Minister Mark Carney, too, became interested in seeking new trade partners in the face of Trump\u2019s tariffs.<\/p>\n<p>Milei skipped this week\u2019s summit. But the conservative presidents of Bolivia\u2014a full Mercosur member since 2024\u2014as well as Chile and Ecuador\u2014both associate members, linked to Mercosur through policies such as <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/serviciomigraciones.cl\/en\/residencia-temporal-permit\/subcategories\/international-reciprocity\/\">permission for residency<\/a>\u2014attended.
