{"id":31704,"date":"2026-06-30T03:16:12","date_gmt":"2026-06-30T07:16:12","guid":{"rendered":"https:\/\/design-providers.com\/rise\/international-cooperation-critical-as-terrorism-threat-evolves\/"},"modified":"2026-06-30T03:16:12","modified_gmt":"2026-06-30T07:16:12","slug":"international-cooperation-critical-as-terrorism-threat-evolves","status":"publish","type":"post","link":"https:\/\/design-providers.com\/rise\/international-cooperation-critical-as-terrorism-threat-evolves\/","title":{"rendered":"International cooperation critical as terrorism threat evolves"},"content":{"rendered":"\n<p>The issue is the spotlight as the United Nations marks the\u00a0organization\u2019s\u00a0<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.un.org\/counterterrorism\/en\/2026-counter-terrorism-week\" data-mce-href=\"https:\/\/www.un.org\/counterterrorism\/en\/2026-counter-terrorism-week\">Fourth Counter-Terrorism Week<\/a>, bringing together more than 1,000 participants\u00a0from some 119 countries,\u00a0representing\u00a0governments,\u00a0regional organizations, academia, civil\u00a0society\u00a0and the private sector.\u00a0<\/p>\n<p>Alexandre Zouev, UN Acting Under-Secretary-General for\u00a0Counter-Terrorism, laid out the current landscape in an address in the General Assembly Hall\u00a0on Monday.\u00a0<\/p>\n<h2><strong>Terrorist groups \u2018resilient\u2019<\/strong>\u00a0<\/h2>\n<p>Speaking\u00a0at the opening of a high-level conference for national counter-terrorism chiefs, he said\u00a0terrorist groups such as Al Qaeda, Da\u2019esh\u00a0(also known as ISIL),\u00a0and their affiliates\u00a0\u201cremain adaptive and resilient.\u201d\u00a0\u00a0<\/p>\n<p>Moreover, they are becoming more sophisticated, including due to use of artificial intelligence and cyber security threats.\u00a0<\/p>\n<p>\u201cThey leverage instability, governance gaps, socioeconomic inequalities, and new and emerging technologies to expand their reach, recruit and mobilize resources,\u201d\u00a0he said.\u00a0<\/p>\n<p>As UN Secretary-General Ant\u00f3nio Guteres <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statements\/2026-06-29\/secretary-generals-remarks-the-fourth-high-level-conference-counter-terrorism\">stated<\/a>, \u201c<strong>terrorism is evolving, and so must we<\/strong>.\u201d\u00a0Although\u00a0the way forward is complex, it is clear.\u00a0<\/p>\n<p>\u201cThrough prevention, cooperation, and unwavering commitment to human rights, we can build a safer world, where people everywhere live free from fear,\u201d he said.\u00a0<\/p>\n<h2><strong>Diverse viewpoints important<\/strong>\u00a0<\/h2>\n<p>This year marks the 20th\u00a0anniversary of the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.un.org\/counterterrorism\/en\/un-global-counter-terrorism-strategy\">UN Global Counter-Terrorism Strategy,<\/a> which the Secretary-General said\u00a0provides\u00a0an opportunity to\u00a0both\u00a0assess progress and strengthen resolve.\u00a0<\/p>\n<p>Although\u00a0Member States\u00a0have primary responsibility for preventing and combating terrorism, the UN continues to underscore the importance of including a broad range of actors, such as victims, women, and young people.\u00a0<\/p>\n<p>                  <span class=\"author\">UN Photo\/Mark Garten<\/span><br \/>\n                          <span class=\"caption\">Dr. Fatima Ali Haider, Medical doctor, Victims of Terrorism Associations Network (VoTAN), addresses the Fourth United Nations High-Level Conference on Counter-Terrorism.<\/span><\/p>\n<h2><strong>Women\u2019s voices crucial<\/strong>\u00a0<\/h2>\n<p>Dr. Fatima Ali Haider of the Victims of Terrorism Associations Network (VoTAN) encouraged governments to \u201censure victims are collaborators on policies and strategies,\u201d because \u201cwe have a lot to offer.\u201d\u00a0<\/p>\n<p>The medical doctor and academic,\u00a0who herself\u00a0survived a\u00a0terrorist attack, also highlighted research she has conducted\u00a0which\u00a0shows\u00a0how women are\u00a0impacted\u00a0differently by terrorism than men as it can lead to serious forms of gender-based violence.\u00a0<\/p>\n<p>Yet\u00a0\u201cwomen&#8217;s\u00a0voices are conspicuously absent in all spheres of strategic decision-making,\u201d she said.\u00a0<\/p>\n<p>\u201c<strong>We need to redesign the security architecture to ensure women&#8217;s leadership and equal presence at all levels, from the home to public spaces, national security bodies, and yes, right up to the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/main.un.org\/securitycouncil\/\">Security Council<\/a><\/strong>,\u201d\u00a0she said.\u00a0<\/p>\n<p>                  <span class=\"author\">UN Photo\/Mark Garten<\/span><br \/>\n                          <span class=\"caption\">John P. Huvane was a first responder on 9\/11 in New York City\u00a0and was\u00a0also in London during the\u00a0deadly\u00a07 July 2005 bombings.\u00a0\u00a0He underscored the need for countries to \u201chave their first responders trained,\u201d pointing to measures such as table-top simulation exercises and designing response plans.\u00a0<\/p>\n<p>\u201c<strong>It&#8217;s constant training, investment in technology, and making sure that each first responder knows what they&#8217;re supposed to do<\/strong>\u00a0in the event of a terrorist attack,\u201d he said, while also stressing the importance of cooperation and communication among countries.\u00a0<\/p>\n<p>                  <span class=\"author\">UN Photo\/Mark Garten<\/span><br \/>\n                          <span class=\"caption\">Shamsiya Ibrahim Barde, Alumni of UNOCT\u2019s Youth Engagement and Empowerment Programme, addresses the Fourth United Nations High-Level Conference on Counter-Terrorism.<\/span><\/p>\n<h2><strong>Young people as \u2018agents of prevention\u2019<\/strong>\u00a0<\/h2>\n<p>Mr. Huvane also happened to be in Nigeria when a\u00a0terrorist\u00a0bomb\u00a0attack\u00a0occurred. Shamsiya Ibrahim Barde grew up in the country\u2019s northeast which has been\u00a0rocked\u00a0by years of conflict,\u00a0displacement\u00a0and violent extremism.\u00a0\u00a0<\/p>\n<p>She\u00a0witnessed\u00a0the insecurity, but also \u201c<strong>ordinary young people choosing education over violence, dialogue over division, and service over despair<\/strong>.\u201d\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>Having\u00a0participated\u00a0in the Youth Engagement and Empowerment\u00a0Programme\u00a0ran by the UN Office of\u00a0Counter-Terrorism\u00a0(<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.un.org\/counterterrorism\/en\">UNOCT<\/a>), she learned that \u201cwhen young people are trusted, supported, and given meaningful opportunities, they become agents of prevention and positive change.\u201d\u00a0<\/p>\n<p>                  <span class=\"author\">UN Photo\/Mark Garten<\/span><br \/>\n                          <span class=\"caption\">Rimma Zhunusova, a returnee from Al Hol camp, addresses the Fourth United Nations High-Level Conference on Counter-Terrorism.<\/span><\/p>\n<h2><strong>A second chance after radicalism<\/strong>\u00a0<\/h2>\n<p>Rimma Zhunusova, a mother of four from Kazakhstan,\u00a0represented\u00a0another version of positive change\u00a0having\u00a0spent several years at the\u00a0notorious Al Hol camp in\u00a0northeast\u00a0Syria, where\u00a0thousands of people are being\u00a0held\u00a0for their alleged or actual ties to Da\u2019esh.\u00a0<\/p>\n<p>She\u00a0and her husband travelled to Syria in July 2013 following \u201can unprecedented wave of radical media propaganda\u201d.\u00a0\u00a0<\/p>\n<p>Many others\u00a0did the same, including young people \u201cwho sincerely believed that they were doing the right thing\u201d but \u201cdid not understand how they were being manipulated through a carefully crafted narrative that disguised the true nature of armed extremist groups.\u201d\u00a0<\/p>\n<p>Ms. Zhunusova and her children were repatriated\u00a0to Kazakhstan\u00a0in May 2019\u00a0and received social,\u00a0psychological\u00a0and other support. Today,\u00a0she runs a\u00a0small\u00a0door manufacturing\u00a0workshop.\u00a0\u00a0At times she struggled to tell\u00a0her\u00a0story,\u00a0stopping to\u00a0wipe\u00a0away tears.\u00a0<\/p>\n<p>\u201c<strong>I am not here to justify my past actions. I am here to remind\u00a0us\u00a0all that even a person who has taken a dangerous path is capable of change<\/strong>,\u201d she said, speaking through an interpreter.\u00a0<\/p>\n<p>\u201cGovernments, societies, international organizations that provide people with a second chance through rescue, education, healthcare, and peaceful reintegration are
