\u201cThose responsible for violations of the law must be held to account, and the rights of the victims\u2019 families to truth, justice and reparation and guarantees of non-recurrence must be upheld,\u201d\u00a0Mr.\u00a0T\u00fcrk\u00a0said in a\u00a0statement<\/a>.\u00a0<\/p>\n

Mr.\u00a0T\u00fcrk\u2019s call comes as\u00a018 people died while in ICE detention in the first five months of this year, an increase from eight people in the same period last year, according to ICE data.\u00a0The\u00a0US agency\u00a0reported an\u00a0additional\u00a0death on\u00a04\u00a0June, bringing this year\u2019s current total to 19 deaths. In 2025, 33 people died in ICE custody, compared with 11 in 2024.<\/p>\n

There have been \u201cconcerning allegations regarding the use of force\u201d in\u00a0US\u00a0immigration detention facilities,\u00a0and five of the officially reported deaths in 2026 were classified as suicides,\u00a0Mr.\u00a0T\u00fcrk wrote.\u00a0<\/p>\n

Lack of transparency<\/strong>\u00a0<\/h2>\n

ICE currently holds more than 60,000 people in detention, with plans to increase detention capacity to\u00a090,000 people\u00a0by the end of the year,\u00a0he\u00a0stated.\u00a0<\/p>\n

At the same time,\u00a0Mr.\u00a0T\u00fcrk called attention to the lack of transparency surrounding the circumstances of deaths in ICE detention and the whereabouts of detainees during transfers.\u00a0<\/p>\n

He also noted that prolonged uncertainty surrounding legal status contributes to psychological distress.\u00a0<\/p>\n

\u2018Inhuman conditions\u2019\u00a0in ICE detention<\/strong>\u00a0<\/h2>\n

Detainees are\u00a0frequently\u00a0reported to face \u201cinhuman conditions\u201d in ICE detention, including inadequate healthcare and\u00a0food\u00a0and\u00a0exposure to\u00a0diseases.\u00a0<\/p>\n

Mr.\u00a0T\u00fcrk expressed alarm over the reported use of solitary confinement. He\u00a0said\u00a0that prolonged or indefinite use of solitary confinement\u00a0could amount to \u201ccruel, inhuman or degrading treatment\u201d,\u00a0which violates international human rights laws.\u00a0<\/p>\n

\u201cAll these factors exacerbate vulnerability and raise serious concerns as to whether some of these deaths in ICE custody could have been prevented,\u201d\u00a0the UN\u00a0rights chief said.\u00a0<\/p>\n

Children must never be\u00a0in\u00a0immigration detention<\/strong>\u00a0<\/h2>\n

Mr.\u00a0T\u00fcrk urged the\u00a0US Government to\u00a0prioritise\u00a0alternatives to immigration detention, especially for pregnant women and those with significant medical or mental health conditions. He\u00a0maintained\u00a0that children should never be subject to immigration detention, regardless of the child\u2019s or parents\u2019 immigration status.\u00a0<\/p>\n

\u201cUS\u00a0immigration authorities must\u00a0ensure that their detention facilities comply with international human rights norms and standards,\u201d\u00a0he\u00a0stated,\u00a0including\u00a0protecting\u00a0the human rights of detainees by ensuring humane conditions,\u00a0timely healthcare,\u00a0family notification,\u00a0an end to overcrowding and\u00a0access to legal representation, consular assistance and\u00a0interpretation services.\u00a0<\/p>\n

Mr.\u00a0T\u00fcrk stressed the\u00a0United States\u00a0Congress\u2019s\u00a0important role\u00a0in overseeing detention conditions and\u00a0associated\u00a0public funding to ensure compliance with international human rights law.\u00a0<\/p>\n

Dehumanisation\u00a0of migrants denounced<\/h2>\n

The UN rights chief\u00a0denounced the continued\u00a0dehumanisation\u00a0and\u00a0criminalisation\u00a0of migrants and\u00a0refugees.\u00a0<\/p>\n

He also\u00a0expressed support for\u00a0those\u00a0advocating\u00a0their human rights, including lawyers, journalists, faith-based\u00a0organisations\u00a0and civil society groups.\u00a0<\/p>\n
