NEW CASTLE, Del. (WPVI) — <\/span>Police in Delaware are looking for the driver who struck and killed someone, then took off.<\/p>\n It happened on a very narrow shoulder through one stretch of Route 13 in New Castle. It is under the train tracks, right near the intersection of Pulaski and South DuPont Highway.<\/p>\n That’s where Delaware state police say EMTs found the pedestrian dead around 8 p.m. Monday night.<\/p>\n As police investigate, New Castle drivers are reacting.<\/p>\n “This person that was hit by the vehicle has a family and loved ones. Take the responsibility of your actions. Come up and turn yourself in,” said Sylvester Oden.<\/p>\n New Castle District 12 Councilman Kevin Caneco says a project to install a median fence along Route 13 is, in part, to stop pedestrians from crossing, but more must be done.<\/p>\n “We put the median there to stop people from crossing the street, but we need to realize that people do need to cross the street. We need to make sure it’s done and a safe and coherent manner, that it’s well-lit and that there’s signs,” said Councilman Caneco.<\/p>\n In the last five years, eight pedestrians have been struck along Route 13 in New Castle. Two of the victims were killed.<\/p>\n “It’s bad. Pedestrians don’t have anywhere to walk, the cars are steady coming. Traffic is bad. Trying to get back-and-forth to the store is like a horror,” said Sylvester Oden.<\/p>\n For those without vehicles, crossing and walking along both Pulaski and South DuPont highways can be a challenge.<\/p>\n “It is a very fast highway where people drive fast, recklessly sometimes. I would not encourage pedestrians to keep doing that,” says Joseph P.<\/p>\n Anyone who witnessed the crash or has relevant information is asked to contact Master Corporal R.
