This so-called reassurance force would place troops on the ground, at sea, and in the air to \u201cprevent any new major aggression.\u201d They would not be sent to the front lines.<\/p>\n<p>\u201cThis force does not seek to wage any war on Russia,\u201d Macron said during a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.france24.com\/en\/live-news\/20250904-zelensky-to-meet-european-leaders-after-putin-vows-to-fight-on\">high-level meeting<\/a> of the \u201ccoalition of the willing\u201d in Paris on Thursday. Macron and British Prime Minister Keir Starmer co-chaired the summit, which Ukrainian President Volodymyr Zelensky also attended; this was Zelensky\u2019s eighth trip to the French capital since Russia\u2019s full-scale invasion of Ukraine began in February 2022.<\/p>\n<p>Getting security guarantees has been a key priority of Ukraine\u2019s, with Kyiv arguing that such a force is vital to ensure that Moscow does not renege on cease-fire promises or expand its territorial ambitions deeper into Europe. The Kremlin, however, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/ria.ru\/20250818\/ukraina-2036143244.html\">remains opposed<\/a> to \u201cany scenarios that envisage the appearance in Ukraine of a military contingent with the participation of NATO countries.\u201d<\/p>\n<p>Last month, U.S. President Donald Trump expressed openness to potentially providing Ukraine with U.S. security guarantees during a major White House summit with Zelensky and seven other European leaders. During that meeting, several members of the European delegation referred to these guarantees as \u201cArticle 5\u201d in style (a reference to NATO\u2019s mutual defense clause). However, Trump <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/europe\/trump-says-us-may-provide-air-support-back-ukraine-peace-deal-2025-08-19\/\">clarified<\/a> the next day that the United States would not contribute troops on the ground in Ukraine as part of any guarantee but would consider providing air support.<\/p>\n<p>That week, U.S. Secretary of State Marco Rubio <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.aa.com.tr\/en\/americas\/us-other-countries-to-work-on-security-guarantees-for-ukraine-rubio\/3663148\">announced<\/a> that Washington had begun coordinating with Kyiv and its European allies on a new security framework. And on Wednesday, Trump told Polish President Karol Nawrocki that Washington could <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/europe\/trump-signals-poland-could-get-more-us-troops-during-nawrocki-white-house-visit-2025-09-03\/\">increase its troop presence<\/a> in Poland, which neighbors Russia.<\/p>\n<p>It is unclear what this security framework may look like, but NATO Secretary-General Mark Rutte said last month that the agreement would bolster the Ukrainian military and provide U.S. and European guarantees aimed at deterring Russian aggression.<\/p>\n<p>Thursday\u2019s coalition of the willing dialogue also <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/kyivindependent.com\/zelensky-arrives-in-paris-meets-macron-ahead-of-security-guarantees-summit-with-coalition-of-willing\/\">discussed strategies<\/a> to force Russia to the negotiating table, both by strengthening sanctions on Moscow and finding opportunities to use frozen Russian assets to support Ukraine\u2019s war effort. \u201cI am confident that our alliance with Europe and the U.S. will help us increase pressure on Russia to move toward a diplomatic solution to this complex issue, which is so important for peace in Ukraine,\u201d Zelensky said on Wednesday ahead of the summit, though he added that the Kremlin is \u201cnot showing any signals\u201d that it wants to end the war.<\/p>\n<p>Instead, Moscow appears focused on garnering foreign support to counteract Western attempts to make Russia a pariah on the world stage. On Thursday, North Korean leader Kim Jong Un <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/china\/north-koreas-kim-vows-full-support-russia-discusses-partnership-with-putin-2025-09-04\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=090425&amp;lctg=607f1056abd4f461f466319b\">pledged<\/a> to \u201cfully support\u201d the Russian army as part of its \u201cfraternal duty.\u201d South Korea\u2019s intelligence service <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/kyivindependent.com\/north-korea-fully-supports-russias-army-kim-describes-it-as-fraternal-duty\/\">estimated<\/a> this week that Pyongyang plans to deploy another 6,000 troops to Russia.<\/p>\n<h3>Today\u2019s Most Read<\/h3>\n<h3>What We\u2019re Following<\/h3>\n<p><strong>Historic third term. <\/strong>Jamaican Prime Minister Andrew Holness <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/jamaica-election-holness-golding-voters-polls-66ff9dd2eb8464b7f6a63f684e2189cd?user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0&amp;utm_medium=Morning_Wire&amp;utm_source=Sailthru_AP&amp;utm_campaign=Morning%20Wire_4%20Sept_2025&amp;utm_term=Morning%20Wire%20Subscribers\">secured<\/a> a third term on Thursday following a tightly contested race the day before. Initial results show Holness\u2019s Jamaica Labor Party winning at least 34 seats in the House of Representatives in comparison to the 29 seats clinched by the opposition People\u2019s National Party. A total of 63 seats were up for grabs.<\/p>\n<p>More than 2 million people were eligible to vote on the island, but official voter turnout hovered just above <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/americas\/jamaicas-labour-party-wins-third-term-promising-tax-cuts-2025-09-04\/\">39 percent<\/a>\u2014only slightly higher than during the country\u2019s 2020 pandemic-era election.<\/p>\n<p>Issues such as violent crime and economic inequity shaped this year\u2019s vote. Holness <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2025\/9\/4\/jamaican-pm-holness-wins-third-term-in-fractious-election\">campaigned<\/a> on his success at reducing the homicide rate in Jamaica by 43 percent this year, the most significant decline in decades. He also pledged to double the current minimum wage to $200 per 40-hour workweek, and he vowed to prioritize employment and fiscal responsibility. The opposition, meanwhile, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/c80gem7k4p0o\">accused<\/a> the Jamaica Labor Party of government mismanagement and promised to raise the income tax threshold to $21,800 to help middle-class Jamaicans.<\/p>\n<p><strong>Flip-flopping accusations. <\/strong>Allegations that Russia interfered with the GPS on a plane on Sunday carrying European Commission President Ursula von der Leyen became further muddled on Thursday, when Bulgaria <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.politico.eu\/article\/bulgaria-no-jamming-eu-ursula-von-der-leyen-gps-plane-russia-pm-rosen-zhelyazkov\/\">appeared to backtrack<\/a> on its initial accusations\u2014only to reverse course a few hours later.<\/p>\n<p>The Bulgarian Air Traffic Services Authority told the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/3c330f87-71c4-4db9-8259-f5c132c1f0d3\"><em>Financial Times<\/em><\/a> on Monday that GPS navigation services aboard von der Leyen\u2019s flight were jammed, forcing the aircraft\u2019s pilots to rely on paper maps to land. Several European officials have accused Moscow of being behind the attack, including European Commission deputy chief spokesperson Arianna Podest\u00e0.<\/p>\n<p>But on Thursday, Bulgarian Prime Minister Rosen Zhelyazkov told lawmakers that the plane was not sabotaged and instead experienced a partial signal interruption, which can occur when flying over densely populated areas. Transport Minister Grozdan Karadzhov also <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/btvnovinite.bg\/predavania\/tazi-sutrin\/grozdan-karadzhov-ne-e-imalo-zaglushavane-na-gps-signala-na-samoleta-na-ursula-fon-der-lajen.html\">denied<\/a> any evidence of interference.<\/p>\n<p>Within a few hours, though, Zhelyazkov held a press conference to revert to his original stance, saying, \u201cThere was a mess of information with questions, facts, and the circumstances interpreted in a way that was intended to hurt the Bulgarian institutions.\u201d He added that just because ground instruments did not detect any jamming does not mean that no such sabotage occurred aboard the aircraft.<\/p>\n<p><strong>Tragedy in Lisbon. <\/strong>A popular funicular railcar <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/lisbon-streetcar-deadly-derailment-what-to-know-c3637a52a4df5e3dd3563e845a342278\">derailed<\/a> in Lisbon on Wednesday, killing at least 16 people and injuring at least 21 others, some of whom remain in critical condition. The Gl\u00f3ria Funicular cable car, which connects the Portuguese city\u2019s downtown with its Bairro Alto upper quarter, overturned around 6:15 p.m. local time and crashed into a building.<\/p>\n<p>An investigation is underway to determine what caused the incident, though <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2025\/09\/04\/world\/europe\/lisbon-funicular-crash-elevador-da-gloria-portugal.html\">video footage<\/a> appears to show the railcar losing control. \u201cThe city needs answers,\u201d Lisbon Mayor Carlos Moedas said. The Gl\u00f3ria elevator is one of Lisbon\u2019s three traditional cable cars, which run up and down the city\u2019s steep hillsides. According to Lisbon\u2019s town hall, the railcar carries around <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/time.com\/7314419\/lisbon-funicular-railway-tram-accident-crash-victims-maintenance-elevador-gloria\/?utm_source=beehiiv&amp;utm_medium=email&amp;utm_campaign=newsletter-the-brief&amp;_bhlid=1b8f7f34af2c7151d1600cf3fd3d372990b40abc\">3 million people<\/a> each year. Workers have <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.publico.pt\/2025\/09\/03\/tecnologia\/noticia\/elevador-gloria-cabo-seguranca-partiu-originou-acidente-provocou-mortes-2145928\">reported<\/a> cable car maintenance issues several times in recent years.<\/p>\n<p>The Portuguese government declared Thursday to be a national day of mourning. \u201cThe Government and the Prime Minister deeply regret the accident that occurred this afternoon in the Gl\u00f3ria elevator in Lisbon, and express their deep consternation and solidarity with the victims and their families,\u201d the office of Portuguese Prime Minister Lu\u00eds Montenegro said in a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.portugal.gov.pt\/pt\/gc25\/comunicacao\/noticia?i=comunicado-do-gabinete-do-primeiro-ministro-de-3-de-setembro-de-2025&amp;\">statement<\/a> on Wednesday.<\/p>\n<h3>Odds and Ends<\/h3>\n<p>Even world leaders worry about growing old. Chinese President Xi Jinping and Russian President Vladimir Putin were caught discussing the concept of <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2025\/09\/03\/world\/europe\/putin-xi-immortality-organ-transplants.html?campaign_id=9&amp;emc=edit_nn_20250904&amp;instance_id=161874&amp;nl=the-morning&amp;regi_id=159637444&amp;segment_id=205242&amp;user_id=3a92aa035d8e7d51a6ba63375b87c152\">living forever<\/a> while viewing Beijing\u2019s \u201cVictory Day\u201d military parade on Wednesday. \u201cThere\u2019ll be constant transplants of human organs, and maybe even people will grow younger as they age\u2014even achieving immortality,\u201d Putin told Xi via a translator.
